Arrest of naked 'prostitute' excessive: Critics ..

A photo splashed across the Internet showing an alleged prostitute, naked and being pulled by the hair by a policeman, has sparked criticism of excessive force.

The photo, along with several others and a video clip, was published online by local media covering a police raid on prostitution and gambling dens in the central Chinese city of Zhengzhou, Henan province.

A news website run by the China News Service last Thursday evening covered the overnight crackdown but the report drew little attention until noon on Monday.

Nonetheless, local police found themselves in the spotlight after the picture was widely circulated, prompting criticism from netizens on news portals and forums.

The picture depicts a bald plainclothes policeman grabbing the hair of a naked woman and forcefully pulling her head upwards. It set off huge blasts of criticism among Chinese netizens over his excessive use of force against the alleged prostitute.

One netizen with a nickname of "Zhonghuare'er" asked whether it was necessary for police to treat a suspected prostitute like a murderer. Another netizen nicknamed "Yitiandajian" questioned if it was legitimate to take photos of prostitutes and publish them.

Some netizens have even threatened to dig out the identity of the bald cop through so-called "human-flesh searching", or having someone acquainted with the person disclose his identity online.

"You cannot insult suspects' dignity because they break the law," said Wang Lei, a professor from the law school of Peking University. "Law enforcement units should protect suspects' privacy while allowing media reports."

The publicity department of the Bureau of Public Security of Zhengzhou has held a meeting on the issue, an officer surnamed Wang at the bureau said yesterday, though the outcome of the meeting was not immediately available.

Calls to the city's publicity department went unanswered.

An unnamed official from the police department in Henan said on Monday that the department had started to search the Internet for relevant photos after receiving interview requests on the issue, according to a report posted on a news website affiliated with China's Supreme People's Procuratorate.

Wu Changzheng, a professor from China University of Political Science and Law, said that the alleged prostitute should file an administrative lawsuit against the police for severe violations of her human rights and ask for an apology or damages.

Ukraine’s Prostitution

 

Ever since the collapse of the former Soviet Union in 1991, Ukraine has suffered from a booming sex trade. Estimated by police to be worth $1.5 billion last year, prostitution in Ukraine has been exacerbated by the international economic crisis, a weak Ukrainian national currency and fueled by cheap airfare and a free-visa policy for US and EU citizens, and so fosters a sex tourism industry that has persisted for many years. Although illegal, laws prohibiting prostitution have had little effect against criminal organizations and clients; instead, laws punish women working as prostitutes in Ukraine, a country that has experienced a national unemployment rate of 50%.

The severity of the Ukraine prostitution problem is clearly demonstrated by Ukraine’s role as having been one of the world’s largest exporters of women to the international sex trade, at one time worth in the vicinity of $5 to $22 billion. In 1998, it was estimated that more than 100,000 women, mostly minors, had be forced to work as sex workers in the West; at that time, 80% of Ukraine women who had went abroad for better opportunities and employment had no idea they would be forced into prostitution. However, in recent years forced human trafficking in Ukraine has given way to a new generation of women who voluntarily and knowingly enter prostitution, citing the fact that no other choices are offered to them in an environment of debilitating poverty.

This issue is so severe that Ukraine interior minister Yuriy Lutsenko declared on national television that “The country is becoming a paradise for sex tourism before our eyes.” The non-governmental women’s rights group FEMEN has held demonstrations loudly protesting that “Ukraine is not a brothel,” and, “Sex is not for sale.”

Police Raid “Prostitution Street”, Netizens Not Impressed.....

A prostitution street in Zhejiang Haining has been shut down. Happy.

June 8th, Zhejiang [province] Haining City Public Safety Bureau in collaboration with the City Council coordinated more than 20 officers from the Shu Cun and Guang Chao police departments. With the cooperation of the Nan Fan police department, they used five different routes to bust an entire street of ‘beauty parlors’.

The street is located between the cities of Haining and Lingping. Recently, the large inflow of immigrant workers has made it prosperous. The broad Yandong Street runs from north to south. Most of the shops along the street are two-stories tall and sell construction materials. However, in front of the health centers and massage parlors wedged in between, young girls with heavy makeup and scant clothing show off their bare legs, tempting those passing by with their sultry gaze.

After more than a week of undercover investigation, local police conducted the raid.

As the clients and prostitutes were arrested and escorted into the police vehicles, spectators cheered and applauded.

The operation arrested 8 customers. Prostitutes, Mama-sans, and store workers totaled 16.

According to law enforcement, the “beauty street” has been around for some time, and has been a negative influence in the area. Although the police underwent previous operations, those in the area are very mobile and tend to reestablish themselves quickly.

The cooperation between the police departments this time hoped to overwhelm them and make the street completely disappear. As of right now this case is under further investigation.

In August of this year, the Sanzhong police station of Qingxi town in Dongguan city publicised photos of a prostitution suspect, which sparked heated debate. This was not an isolated case: recently, the Xishan branch of the Kunming Public Security Bureau kicked off a wide ranging initiative against places of entertainment. On the same night, a photo of a kneeling woman spread online and became a heated topic of discussion. Streetwalkers indeed damage the city’s image, and the police cracking down on them is reasonable and legal. But, what must be acknowledged is that these prostitutes aren’t doing these kind of things completely voluntarily. a lot of them are forced to do it by their situation. Let me ask this: What rich family’s daughter would go to the side of the road to solicit customers? Of course, those lazy women who turn to prostitution out of laziness are another story.

But, going back, no matter what, prostitutes are still citizens, and although they’ve broken the law, their basic rights should be respected. Parading them around on the streets, and publicising their personal details is a breach of their privacy. Although in this day and age there are still some that continue the practice of kneeling, it’s still hard to be sure if they willingly do it or are forced to. But from the pictures online, it’s very likely that the woman in question was made to kneel. You can see from the photo that her hands are tied behind her back, and there are some police behind her making her get down.

On the gates of many Public Security Bureaus, we can see the words “Strictly Enforce the Law, Enthusiastically Serve the People” in big letters. It can’t be denied that as society develops, law enforcement has become more civilised, but, most unfortunately, sometimes we still see some uncivilised actions committed in the enforcement of the law. The police need to continually strive to improve their basic quality, and the media needs to further its supervision of them.
